"Suspension of Delivery to the US": Starting at the end of August 2025, postal operators in many European countries (including many in Northern, Central, Western, Southern, and Central and Eastern Europe) have announced the suspension of parcel services to the US. This is primarily due to the US's elimination of duty-free status for low-value goods, and the continued uncertainty surrounding the specific operational details and system integration.23 Currently, only low-value personal gift parcels (e.g., under €100 in France and under $100 in Germany) may be exempt.

"Cabotage Rights": This refers to the right to engage in the transport of goods between ports within a country. Many European countries have restrictive regulations on this, typically prioritizing or restricting cabotage to vessels of their own nationality.8 For example:

France: All cabotage cargo is carried by French vessels.

Italy: Foreign-flagged vessels are prohibited from transporting cabotage cargo.

Denmark: Foreign-flagged vessels are prohibited from transporting cabotage cargo (without restrictions for cargo exceeding 500 tons).

Norway: In principle, cabotage is carried by domestic vessels, with a licensing system for foreign vessels.

Sweden: Foreign vessels are not prohibited from engaging in cabotage.

UK: One of the few countries to have waived cabotage rights.

EU Import Security Declaration (ICS2): Starting in 2024, all goods entering the EU, Norway, Switzerland, and Northern Ireland by all modes of transport must submit a detailed security declaration (ENS) prior to arrival. The timeliness and accuracy of this declaration are crucial, directly impacting the smooth loading and customs clearance of goods.

General Document Requirements: The accuracy and consistency of documents such as commercial invoices, packing lists, and ocean bills of lading are essential for customs clearance and must be provided in both Chinese and English.

All goods must have a HS code of at least six digits.

Special Commodity Certification: Many products entering the EU market require corresponding certificates of conformity, such as CE certification (for electrical and electronic products) and health certificates (for food and pharmaceuticals).
